You can install Windows XP by running a virtual machine in Linux. However, you cannot install Windows or OS X by itself because the OS is not written for a PPC processor. They are written for an x86 processor.

So in order to run Windows XP you will need to install either Ubuntu or Yellow Dog Linux (both support the Cell BE), and then run a virtual machine inside Linux.

But the computer will run like crap because PS3 Linux has about 256mb of RAM, and then you take a good sized portion for virtualization, and your WinXP won't run any better than a box with a P2 processor and 100mb of RAM.

No you can't.

An Operating System needs to be written for the hardware you want to run it on.

Neither Leopard or Vista have been written to run on the Cell, whereas Linux has.
