You are asking about zoning laws when you mention multiple animals on the property. My city only allows two pets, before it is considered a Kennel.
Adding utilities can be a big charge as it is based on where the lines and pipes lie in relation to your unit. I built a house and had to run 500′ of 4″ water pipe to the property, Had to get a EPA ruling from the state, a civil engineer to design the straight shot, and two water Meters and fire hydrant. cost was over $7k plus 2K for the electricity.
