I would recommend using hands like this for your story:
Player X: 8, 4 or 9, 3 or 10, 2, …low cards that are spread apart
Player Y: 7, 2 or 7, 3, or 8,3 …something low again but his cards are lower then the other players.

Statistics say that 7 / 2 offsuit is the worst hand You can get ( in Texas Holdem Poker ).
If You would like character x to win a lot of money then You should not give him a too bad hand, because with character y having an ever weaker hand he would fold early.
For character x to win a huge amount he/she should have 2 3 and character y should have 2 Aces.
If the flop brings up an Ace a 4 and a 5 then, character y would have 3 of a kind aces, which is a very strong hand, but he would be beaten by character x holding a straight from ace to 5.
So while character y holds very powerful pocket cards and x holding very weak pocket cards x would still win the hand in the end.

Well, the worst hand in Texas Holdem is 7 2 offsuit. This is considered the worst hand because it is the lowest 2 cards that cannot make a straight with only 3 community cards.
If you held 2 3 off, an A 4 5 flop would make you a straight with only 3 cards.
7 2 requires an A 3 4 5 board to create a low straight with the 2. if you get a board of 3 4 5 6, you have a five card straight to the 7, not using the 2.
Now upon saying this, any two cards can win. If the community cards were to come down with 7 7 2, you would have gotten a full house with the worse 2 starting cards.
